Select best mirror for Ubuntu updates

1. Run Synaptic.
2. Settings Menu.
3. Repositories.
4. Select 'Other' in the 'Download from' drop down box.
5. 'Select Best Server' button.

This will test all the available mirrors and select the best one for your location.
